WHAT WE DO
Security sector transformation
We help transform security institutions so that they are more professional, effective, and accountable to the communities they serve.
We assist police, military and first-response teams in low-resource environments to develop and action strategies, empower new leaders, and build effective units – ensuring institutions can respond to and adapt with swiftly evolving security contexts.
We support security agencies to adopt evidence-based approaches to maintaining safety and security. Our bespoke digital systems help organisations maximise the value of their data to better understand and respond to evolving needs at different levels and among diverse communities. In line with UNSCR1325, we deliver contextualised and tailored solutions to promote women’s meaningful participation, leadership and representation in law enforcement – above and beyond meeting gender quotas.
We back security agencies in elevating their human rights compliance to ensure accountability and trust. From research and policy development to oversight and civil society dialogue, our work helps agencies serve societies’ most vulnerable groups.

Governance
We promote system-level change, helping the ecosystems around public institutions to support, engage with and hold the public sector to account – ultimately contributing to strong systems of democratic governance.
We work with government bodies, public entities and civil society to support states in upholding the delivery of effective, accountable and inclusive services. We help introduce internal oversight measures, and transparent practices in relation to government decision-making. We help build fair and transparent social registries to ensure aid earmarked for vulnerable population segments reaches them.
We support states to modernise core government systems and deliver universally accessible public services in line with societies’ demands. We help broker technology transfers from the private to the public sector – promoting a data driven culture and data governance by design. We design software, such as COVAX (our automated vaccination management system) which enabled fair and transparent vaccination during COVID.
Combatting “brain-drain” and working together for a brighter future, we create opportunities for youth-led research and ensure youth perspectives are the driving force behind programming. For example, we support university students to deliver interventions that directly address deficient public services – repairing damaged social contracts and fostering a diverse network of future reform champions.
Justice & Rights
We partner with civil society and public institutions to create fair, impartial, and human rights-compliant justice systems.
We support state institutions to build modern and effective legal institutions, promoting adherence to the rule of law. We conduct comprehensive research on all-important societal issues (e.g. statelessness, migration, violent extremism), and formulate policy recommendations, advocating for members of vulnerable groups to have their voices heard and exercise their rights.
Working with women’s rights organisations, law enforcement and advocacy groups, we map legal processes and provide legal analysis to co-design solutions enhancing vulnerable individuals’ access to their rights, including response mechanisms for online SGBV and domestic violence or new access points to government services – promoting gender equality and social inclusion.
We offer policy advice in relation to detention management and prison overcrowding, strategic planning support to central authorities, localised due process strengthening within police stations, fostering effective engagement between civil society, bar associations and the justice system.

The foundation of effective digital transformation lies in the ethical, inclusive, and sustainable use of technology. It is with this philosophy that we have signed the Principles for Digital Development, and report on our human rights practices and sustainability through the UN Global Compact.
